Another great site, especially for building link review type sites is http://techyblogs.com Several customizable themes and since the site is still pretty new, there are a lot more domains available. Pretty sure you can even use amazon or adsense.

I would recommend you wordpress.com , as it’s 100% free and very reliable for your blogging needs. But if you want to setup a social network or anything like that, I recommend to you buy your own domain and hosting.
